UPDATE 

Justin meets a tragic end. Jeffrey's mom has him killed & makes it look like a suicide. Besides having sex with suspects in the back of the patrol car, Justin was HIV positive. That explains why he was taking so many chances. He was pessimistic about his future. Until he met Jeffrey.
